the purpose behind the limitation is two-fold

first, that the lowest rank players cannot attack someone they cannot hope to defeat. the only purpose of doing so would be to mass attack the higher players in order to weaken their weapons. I think this is a stupid thing to be able to do.

The second reason would be for better players to farm off of inactive lower ranked players. Again, this is lame, and active players should be interacting with and attacking other active players, not just farming off noobs and inactives.
