Freeproxies.org (http://www.freeproxies.org) is nearing completion, and when finished will allow anyone to setup a proxy, for free, on any domain name that they own. They have complete control over the homepage and additional pages they create, and can put ads on those pages if they want.
Freeproxies.org will make money by putting ads on the "proxied pages", which the owner of the proxy will not have much control over.
No technical skills are required to set up your own proxy. Launch date expected September 2006.
