check your score. you may only attack someone between 10% and 1000% of your score. your score will update as soon as you try to attack someone. your rank will only update every time new turns are given out.

i got this damn problem as well i attack a person ranked 1 under me and i cant attack same score to.

Maybe you attacked someone right before attacking that person? Your score probably went up to be more than 1000% of his score.

try looking at the scores again after the attempted attack. they update whenever you attack.
